現在,美國政府重申:禁止共產黨員和共產主義進入美國。這很重要,但遠遠不夠。
自從共產主義的幽靈在歐洲開始飄蕩以後,先後出現了許多共產政權成為這個幽靈的載體。共產政權全面否定自由世界得以存在的普世價值,要改變世界秩序,要消滅代表自由世界的西方各國,尤其要消滅美國。但曾經是巨無霸的共產政權----蘇聯垮台了。但中共政權還在,中共政權通過一段韜光養晦的時期,利用自由世界的善意,聚集了龐大的經濟體能(成為世界第二大經濟體)和軍事力量。並運用這些能量,向各民主國家滲透,向聯合國許多機構滲透,已取得了相當的成效。
因此,美國不僅要禁止共產黨員和共產主義進入美國,也要阻止共產主義在全世界的滲透和擴張,更需要終結共產政權,主要就是必須終結非法邪惡的中共政權,因為中共的崛起對世界上每一個國家來說都是威脅和危害。
中共(CCP)問世時是蘇俄的附庸,奪取中華民國大陸的中共政權本質上是共產幽靈的化身。是顛覆合法政權-中華民國的叛亂集團。了解歷史真相的人不會把CCP看作中國人,更不會讓非法的CCP代表中國,我們要讓世界認識到,一個中國就是中華民國。並且,中共政權在七十多年的統治中,對淪陷區人民犯下了滔天的罪行,正在以其特殊的方式走向崩潰,走向滅亡。
美國政府只要能在導向這一趨勢的各類事件中推波助,就能加速這一進程。
但中共政權崩潰後,中華民國淪陷區向何處去?如何才能給淪陷區人民帶來和平、自由和幸福?同時也有利於世界的和平與發展?
如果發生大變局的淪陷區不能迅速、穩定的完成民主轉型,在各種勢力的操弄下,陷入紛爭、內亂和分裂的動蕩局面。將會給淪陷區人民帶來無盡的苦難,會給世界帶來巨大的災難,也會給美國造成巨大的壓力。比如,無休止的內戰,會造成國際社會難以承受的難民潮;可能造成核武器的失控等等。
既要以和平的方式加速中共政權的終結,也要確保中共後的中華民國淪陷區能夠平穩的完成制度轉型,是一項艱巨的歷史任務。
請各位對中華民國的歷史作用,作審慎的評估。
在美國對華政策的歷史上,曾因為忽視了中華民國的重要性,低估了中共赤禍的嚴重性而帶來嚴重的後果。
中華民國誕生於中國的偉大革命-辛亥革命,是亞洲第一個民主共和國,其立國基礎是:民族、民權、民生,就是三民主義。三民主義既繼承了中華優秀的文化傳統,又融合了歐美自由、平等、民主的普世價值。是對人類政治文化的巨大貢獻。
中華民國誕生之後,經歷內憂外患的種種磨難,和各種腐朽勢力的攪擾和復辟,但中華民國還是實現了國家的統一。
在二次大戰期間,中華民國與盟國並肩作戰,國軍將士以劣質的武器,抵抗了擁有先進精良武器的日軍,並最終戰勝了侵略者。捍衛了人類的正義和良知。接著,參與了聯合國的創建,為世界的和平和繁榮作出了巨大的貢獻。
但是,作為自由之鷹的中華民國沒有得到應有的尊重和榮耀。甚至,雅爾塔密約出賣了中華民國,任由蘇俄侵害中華民國的主權和利益。導致中共在蘇俄的全力支持下,佔據了中華民國大陸地區。
中華自由之鷹折翼了,這是自由的悲哀,人類的恥辱。
麥克阿瑟將軍曾在國會指證認為:對華戰略的失策,引起一連串災難,是美國百年來政治的最大敗筆。他重複地告誡赤禍的危害性:「我們未來幾代人要為此付出代價:或許要一百年之久。」麥帥的預言都已經被證實。
中共政權是外來勢力的產物,瘋狂踐踏中國的傳統文化,根本沒有得到人民認可的合法程序。七十多年裡,其憲法跟著最高掌權人的更改而不斷修改,這不是一個正常國家。中共不代表中國人民,也不能代表中國。 (至今在聯合國的檔案裡,中華民國還是會員國,而中華人民共和國沒有完成申請加入聯合國的程序,只是利用了特殊的歷史時機,策動炮製了聯合國荒唐至極的 2758 號決議,竊取了中華民國的代表權。)。
聯合國以2758號決議代表國際社會認定中共政權代表中國,這是一個歷史性的錯誤和笑話。期盼聯合國儘快廢除2758號決議,糾正這一歷史性的錯誤。
而中華民國46憲法是多黨合作(包括共產黨)共同擬定的憲法,也是中華民國最完備的憲法。這部憲法與美國民有、民治、民享的立國原則高度一致,與自由世界的普世價值完全契合。中華民國政府才是代表中國的合法政府。台灣地區的民主建設就是實施中華民國46憲法的成果。
所以美國政府可以採用最簡單的做法:質疑中共政權對中國的代表權,保持中國的代表權由海峽兩岸的中國人自己來解決的立場。承認一國兩府的治權現實,與中華民國恢復外交關係。鼓勵兩府的和平競爭,確保海峽兩岸都不能以武力改變現狀。鼓勵中華民國現政府遵循憲法,堅持憲法主張的領土主權。以中華民國民主制度的優勢,直接向淪陷區民眾宣傳普世價值,讓淪陷區民眾知曉:淪陷區人民也應該享受46憲法帶來的民主和自由的生活。支持淪陷區民眾的民主化努力。以兩岸和平競爭的方式,由全體人民來選擇,那麼中華民國的民主制度統一中國就將是歷史的必然。
按照這樣的路線圖,既能以和平方式加快中共政權的垮台,消除對美國的最大威脅,也能使中共後的大陸淪陷區立即實施46憲法,平穩完成制度轉型。既保障全體中國人民的福祉,也促進世界的和平與發展。
如果中華民國現政府不願或不能承擔這一責任,那就請美國政府支持民間在淪陷區重建中華民國的努力,支持淪陷區民眾促進中共垮臺的各種舉措。一旦中共垮臺,支持淪陷區各界人士立即實施中華民國46憲法,組織各級各類選舉和全國大選。組成中華民國新政府。
這樣的路線圖同樣能既加快中共政權的垮台,也能使中共後的大陸淪陷區平穩完成制度轉型。
我們注意到1月13日美國國務院網站更新,刪除了美國政府歷來明確「不支持台獨」的內容。代之以兩岸分歧以「不受脅迫、兩岸人民都能接受的方式」解決。
我們希望這不是意味著對台獨的默許,而重點是,為中國的代表權以「不受脅迫、兩岸人民都能接受的方式」解決創造空間。
目前的現實是:台獨是大陸淪陷區人民不能接受的,在台灣地區也是多數民眾不能接受的,即便傾向台獨的民眾不少也是由於對中共的恐懼。
需要提醒的是:中共從來不害怕台獨東突這類分裂勢力,相反,中共總是能利用反分裂議題煽動民族主義情緒,化解其政權危機!
需要強調的是:台獨會危害台海局勢的穩定。在江胡時代中共對美國挑動台獨議題,有所忍讓,是因為要悶聲大發財,現在實質脫鉤已經形成,對立已不可逆轉,中共不會忌憚美國想法了,只會充分利用台獨問題轉移統治危機!局部戰爭,甚至國際性的戰爭,都是中共可能的選項。中共不怕與美國開戰,朝鮮戰爭和越南戰爭都是明證。
因此,台獨的鼓吹和推進,對中國人民的福祉和世界的和平與發展都是有百害而無一利的。

Ladies and gentlemen:
You have an important influence on America's present and future. Because the United States is the most important country in the civilized world based on universal values, and it is also the country that plays the most critical role in world affairs. Therefore, you also have a huge influence on the present and future of the world.
We are an alliance composed of people from the occupied areas and free areas of the Republic of China and overseas people. We aim to end the evil system of the one-party dictatorship of the Communist Party of China that originated from the specter of communism. And to promote the democratic transformation of the occupied areas of the Republic of China.
At this critical moment, we draw your attention to an event of great significance to the future of the world: the collapse of the CCP and the direction of the occupied areas of the Republic of China after the CCP.
Many of you have already recognized that the Chinese Communist Party (CCP) is the greatest threat to the United States—and an enemy of the civilized world.
Now, the U.S. government reiterates that communists and communism are prohibited from entering the United States. This is important, but not enough.
Since the specter of communism began to haunt Europe, many communist regimes have been its carriers. The communist regime completely negates the universal values that as the foundation of the free world. These regimes want to change the world order and eliminate Western countries that represent the free world, especially the United States. But the Soviet Union, a once huge communist regime, collapsed. However the Chinese Communist regime still exists.
After a period of strategic concealment and self-strengthening, the Chinese Communist regime took advantage of the goodwill of the free world and gathered huge economic power (becoming the world's second largest economy) and military power. And it has used this energy to penetrate into various democratic countries and many United Nations agencies, and has achieved considerable results.
Therefore, the United States must not only ban communists and communism from entering the United States, but must also prevent the infiltration and expansion of communism around the world. The most important thing is to end this illegal and evil communist regime of CCP, because the rise of the CCP is a threat and danger to all countries in the world.
When the Chinese Communist Party (CCP) came into being, it was a vassal of the Soviet Union. The CCP regime that seized power in mainland China is essentially the incarnation of the communist ghost. It is a rebellious group that subverted the legitimate regime-the Republic of China. People who understand the historical truth will not regard the CCP as Chinese, let alone allow the illegal CCP to represent China. We want the world to realize that one China is the Republic of China.
Furthermore, in its more than seventy years of rule, the CCP regime has committed
heinous crimes against the people in the occupied territories. It is now collapsing and heading toward destruction in its own unique way.
As long as the U.S. government can help push forward events that align with this trend, it can accelerate this process.
But after the collapse of the CCP regime, what will become of the occupied territories of the Republic of China? How can peace, freedom, and prosperity be brought to the people in these areas? And how can this transition also contribute to global peace and development?
If a big change occurs in the occupied area , cannot quickly and steadily complete its democratic transformation, and is manipulated by various forces and falls into a turbulent situation of disputes, civil unrest and division, it will bring endless suffering to the people in occupied areas, great disasters to the world, and great pressure to the United States also. For example, endless civil wars will cause a wave of refugees that the international community cannot bear; it may cause nuclear weapons to go out of control, etc.
It is a difficult historical task to accelerate the end of the CCP regime in a peaceful way and ensure that the post-CCP, the occupied areas can smoothly complete the system transformation.
We urge you to carefully evaluate the historical significance of the Republic of China. In the history of U.S. policy toward China, neglecting the importance of the Republic of China and underestimating the severity of the CCP’s red scourge has led to serious consequences.
The Republic of China was born from China’s great revolution—the Xinhai Revolution
(1911) .As Asia’s first democratic republic, its founding principles are nationalism, democracy, and people's livelihood—the Three Principles of the People. These principles not only inherit China’s rich cultural traditions but also integrate the universal values of freedom, equality, and democracy from the West. This represents a significant contribution to the political and cultural advancement of humanity.
After the birth of the Republic of China, it endured numerous hardships, including internal turmoil, external threats, and the interference and resurgence of various corrupt forces. Yet, despite these challenges, the Republic of China successfully achieved national unity.
During World War II, the Republic of China fought alongside the Allied forces. Despite being equipped with inferior weaponry, the Chinese military bravely resisted the Japanese forces, who had advanced and well-equipped arsenals. Ultimately, China emerged victorious against the invaders, defending human justice and conscience.
Following the war, the Republic of China played a key role in the founding of the United Nations, making significant contributions to global peace and prosperity.
However, as the eagle of freedom, the Republic of China did not receive the respect and honor it deserved. The secret Yalta Agreement betrayed the Republic of China, allowing Soviet Russia to infringe upon its sovereignty and interests. As a result, with the full backing of the Soviet Union, the Chinese Communist Party seized control of mainland China. The wings of China’s eagle of freedom were broken—this was a tragedy for liberty and a disgrace to humanity.
General Douglas MacArthur once testified before Congress, stating that the miscalculation of U.S. strategy in China triggered a series of disasters, making it the greatest political blunder in a century. He repeatedly warned about the dangers of communist expansion, declaring, “Future generations of Americans will pay for this—perhaps for a hundred years.” Today, MacArthur’s predictions have all been proven true.
The CCP regime is a product of foreign influence, ruthlessly trampling on China’s traditional culture and lacking any legitimate process of public recognition. Over the past seventy years, its constitution has been repeatedly altered to suit the whims of the ruling leader, which is not characteristic of a normal nation. The CCP does not represent the Chinese people and cannot be considered a legitimate representative of China.(To this day, in the United Nations archives, the Republic of China remains a member state, while the People’s Republic of China never formally applied for UN membership. Instead, it exploited a unique historical moment to orchestrate the absurd UN General Assembly Resolution 2758, illegitimately seizing the Republic of China’s seat.)
The international community’s recognition of the CCP regime as China’s representative through Resolution 2758 was a historic mistake and a farce. We hope that the United Nations will repeal Resolution 2758 as soon as possible and correct this historic mistake.
The 1946 Constitution of the Republic of Chinawas a product of multi-party collaboration, including the Chinese Communist Party, and remains the most comprehensive and legitimate constitution of the Republic of China. This constitution aligns closely with the founding principles of the United States—of the people, by the people, for the people—and fully embodies the universal values of the free world. Therefore, the Republic of China is the only legitimate government representing China. The successful democratic development regions in Taiwan is a direct result of implementing the 1946 Constitution.
Therefore the U.S. government could adopt a straightforward approach:
Question the CCP regime’s claim to represent China, maintaining the stance that the representation of China should be determined by the Chinese people on both sides of the Taiwan Strait.
Acknowledge the reality of "one China, two governments", restore diplomatic relations with the Republic of China, and encourage peaceful competition between the two governments. Ensure that neither side unilaterally alters the status quo by force, upholding stability in the Taiwan Strait.
Encourage the Republic of China to uphold its constitutional sovereignty, actively promoting the advantages of democracy to the people in the occupied territories. Directly communicate universal values to the people in the occupied territories, helping them realize that they too deserve the freedom and democracy granted by the 1946 Constitution.
Support democratization efforts within the occupied territories, ensuring that through peaceful competition, the Chinese people as a whole will have the opportunity to
choose their future.
Ultimately, if the Republic of China continues to exemplify a superior democratic system, the peaceful unification of China under democracywill become a historical inevitability.
Following this roadmap would not only accelerate the collapse of the CCP regime through peaceful means, eliminating the greatest threat to the United States, but also ensure that the occupied territories of mainland China could immediately implement the 46 Constitution, achieving a smooth institutional transition. This would safeguard the well-being of all Chinese people while simultaneously promoting global peace and development.
If the current Republic of China government is unwilling or unable to undertake this responsibility, then the U.S. government should:
Support civilian efforts to restore the Republic of China in the occupied territoriesafter the fall of the CCP.
Back initiatives led by the people within the occupied territories to accelerate the CCP’s collapse.
Once the CCP falls, encourage local leaders and civil society to immediately implement the 1946 Constitution, initiating various levels of democratic elections and a national election to form a new Republic of China government.
Such a roadmap can also accelerate the collapse of the CCP regime and enabled the occupied areas of the Republic of China to successfully complete institutional transformation after the collapse of the CCP.
We have noticed that on January 13, the U.S. State Department updated its website, removing the long-standing explicit statement that the U.S. does not support Taiwan independence. Instead, it now states that cross-strait differences should be resolved "without coercion, in a manner acceptable to both sides of the Strait."
We hope this does not signal an implicit endorsement of Taiwan independence. The focus is on creating space for China's representation to be resolved in a "non-coercive and acceptable way to the people on both sides of the Taiwan Strait."
The current reality is that Taiwan independence is unacceptable to the people in the occupied territories of the Republicof China and is also rejected by the majority of people in Taiwan. Even among those who lean toward Taiwan independence, many do so out of fear of the CCP rather than genuine separatist aspirations.
It is important to remind you that the CCP has never been afraid of separatist forces such as Taiwan independence and East Turkestan. On the contrary, the CCP has always been able to use anti-secession issues to incite nationalist sentiment and resolve its regime crisis!
Key Points to Emphasize:
Taiwan independence will endanger the stability of Taiwan and Taiwan strait and even trigger war.
During the Jiang and Hu eras, the CCP was tolerant of the US's provocation of the Taiwan independence issue because it wanted to make a fortune in silence. Now that the
decoupling has been formed and the confrontation is irreversible, the CCP will not care about the US's ideas and will only make full use of the Taiwan independence issue to
divert the ruling crisis! Local wars, or even International wars, are possible options for the CCP.
The CCP is not afraid of war with the U.S.—historical precedents such as the Korean War and the Vietnam War prove this. The CCP sees regional conflicts and even large-scale wars as viable tools to maintain its rule.
Conclusion:
Therefore, the advocacy and promotion of Taiwan independence is harmful rather than beneficial to the well-being of the Chinese people and world peace and development.
